Will Parliament pass a one-third seat share for Sabah and Sarawak by June 2027?

YES if both Dewan Rakyat and Dewan Negara pass the same final text of a Federal Constitution amendment allocating Sabah and Sarawak together at least one third of all Dewan Rakyat seats, after trading closes and by 30 June 2027 at 23:59:59 MYT. Calculate the share from the seat allocations in the passed text: three times the combined Sabah and Sarawak seat count must be at least the total Dewan Rakyat seat count. Exclude Labuan, other Federal Territories, Dewan Negara seats and state legislative assembly seats. A binding minimum-share clause of at least one third also qualifies if it unambiguously applies to those two states and the whole Dewan Rakyat. Cabinet approval, tabling, a committee referral, passage by only one chamber, a nonbinding motion, a proposal for 35 percent, and general promises to increase seats do not count without passage of qualifying text by both chambers.
